The study adopts survey and in-depth interview to analyze impact factors of village secretarys implementing Social Assistance Policy and to explore conceptions and opinions of stakeholders toward village secretary implementing Social Assistance Policy. The study shows the following results: On the organizational aspect, survey items received high scores (average over 4) while village secretarys implementing Social Assistance Policy are: case review according to SOPs, case review accoding to actual conditions, village secretarys understanding actual needs of applicants, reasonable discretion for cases and familiar with related laws and regulations. On the other hand, survey items received low scores (average below 3) while village secretarys implemented Social Assistance Policy are: sufficient funding received from central government, Keelung City having satisfactory funing, budget from local government being well supplied for applicants. On the discretion aspect, survey items received high scores (average over 4) while village secretarys implemented Social Assistance Policy are: transparent reviewing process, existing compensation channels for appealing cases, accuracy of applicant’s data, impartial implemention of Social Assistance Policy, strictness of reviewing process, actively assisting case reviews, and relative rights being well- informed. On the other hand, survey items received low scores (average below 3) while village secretarys implemented Social Assistance Policy are: case review under the influences of parties, factions and politicians.
