公民的民主態度與價值觀念是新興民主國家民主體制鞏固的基礎。本文的目的是 透過政治社會化的研究，探討臺灣所培育的國中、高中（職）學生是否符合民主政體運作之 需要並進而展望台灣民主化的前景。本文運用 1997 年國中、高中（職）學生的政治社會化 實證調查資料，分析臺灣地區國中、高中（職）學生的民族意識、國家認同、對政府的意向 、政黨偏好、民主態度和價值等政治態度與價值，探討這些學生是否具有健全民主公民的要 件。從本文資料分析的結果，台灣中學生的政治社會化，特別是學校的正式教育設施，在民 族意識、國家觀念、履行公民義務等良好國民屬性的「國民」培育之外，或許更重要的是公 民知識、政治功效、參與能力，政治認同達成等「公民」屬性的健全民主公民之培育。所以 ，從政治社會化的途徑探討民主公民的培育問題，似乎提示健全的民主公民之培育，仍然是 臺灣民主化工程的重要課題。

　　　　　Whether democracy can be consolidated in a newly democratized country depends on whether its citizens respect democracy. Though a study of political socialization in Taiwan, this paper examines whether the political attitudes and values of Taiwan's students can cope with the needs of a democratic system and thus whether Taiwan's democratization can be further enhances. Based on 1997 survey research dada, our study indicates that the political socialization of junior and senior high school students in Taiwan should help enhance attributes requires of a "good subject", including a strong national consciousness, the feeling of nationhood, and fulfillment of civic duties. More importantly, socialization is also helping them to possess such attributes requires of a "good citizen" as civic knowledge, political efficacy, participation ability, and political identity achievement. Therefore, the cultivation of qualifies democratic citizens is still important for the consolidation of Taiwan's democratization.
