At the same time, the increasing nuclear families also decrease the capacity to care the elders. As far as the ethic of care is concerned, aging in place undoubtedly fits the value to promote. It can not only connect and enforce the relationship of the family members, but also meet the humanitarian needs. Besides, the level of education and financial conditions among the elderly have been highly improved. Thus the model of grand scale of institutional care can't satisfy the needs of the elderly today and tomorrow. Home care and community care will be the mainstream of long-term care in the future. As a result, the design of long-term care financing framework and the level of benefit should take account of and match the main trend of care models.
