題名:台灣中小企業國際化動機、人力資源策略與控制關係之研究

本研究主要目的在探討台灣中小企業國際化動機、人力資源策略與控制間的關係。本研究選取中小企業為研究對象,進行深度訪談及問卷調查。結果發現,台灣中小企業國際化動機除了降低成本外,主要是以市場擴張為主,包括國外市場拓展及跟隨顧客投資等。
人力資源策略的部份,根據「與母公司一致性」及「回應當地環境」構面,將策略類型分為「主動型」、「自主型」及「接受型」。本研究樣本多數採行「主動型」及「接受型」策略。不同策略類型在人力資源策略構面、控制機制及管理績效上皆存在顯著差異。在各項控制管理機制中,皆以主動型策略公司的控制管理程度最高。而且,主動型策略公司的營運目標達成度及營運活動滿意度皆會顯著大於自主型策略公司。
此外,不同的人力資源策略需求對某些控制機制構面存在顯著影響。「與母公司一致性」對各項控制機制構面存在顯著的正向影響關係,而「回應當地環境」則只有對「行政管理」及「文化管理」存在顯著的負向影響關係。進一步將控制機制區分為高控制系統及低控制系統,發現「市場擴張動機」、「降低成本及風險動機」及「與母公司一致性」等變數對控制系統存在顯著影響。當「市場擴張動機」及「與母公司一致性程度」增加時,企業會傾向採行高控制組合系統;而「降低成本及風險動機」增加時,企業則傾向採行低控制組合系統。而且,高控制組合系統的「營運目標達成度」及「營運活動滿意度」都會顯著高於低控制組合系統。
國際化動機、人力資源策略與控制機制對管理績效存在顯著影響,但是,不同構面對管理績效的影響情況不盡相同。「用人管理」及「行政管理」對「營運目標達成度」有顯著影響,「回應當地環境」對「營運活動滿意度」有顯著的正面影響。
The main purpose of this research was to investigate the relationship among internationalized motive, human resource strategy and control mechanism. The small and medium-sized enterprises in Taiwan were regard as the research object, and carried out interviews and questionnaire investigation. The research found that the internationalized motive of small and medium-sized enterprises in Taiwan was besides lowering costs; mainly rely on the fact that the market expands, including the overseas market expands and following customers.
According to ‘consistency with the parent company’ and ‘local responsiveness’, the human resource strategy was divided into three types including ‘active strategy’, ‘autonomous strategy’ and ‘receptive strategy’. Most samples of this research adopted ’active strategy’ and ‘receptive strategy’. Three types of human resource strategy varied outstandingly in human resource strategy construct, control mechanism and management performance. The company with active strategy has the highest degree of control. In addition, the company with active strategy has greater reach degree of operation goal and operation activity satisfaction than the company with autonomous strategy company.
In addition, human resource demand has different effect on some control construct. ‘Consistency with the parent company’ has positive effect on every control construct, and ‘local responsiveness’ has negative effect on ‘administration management’ and ‘cultural management’. The research divided Control into high control system and low control system. ‘Market motive’, ‘cost and risk motive’ and ‘consistency with parent company’ have outstanding effect on control system. The company will adopt high control system when it has greater ‘market motive’ and ‘consistency with parent company’. The company will adopt low control system when it has greater ‘cost and risk motive’. The high control system has greater ‘reach degree of operation goal’ and ‘operation activity satisfaction’ than low control system.
The study found that internationalized motive, human resources strategy and control mechanism have outstanding effect on management performance。‘Personnel management’ and ‘administration management’ have outstanding effect on ‘the reach degree of operation goal’, and ‘local responsiveness’ have outstanding effect on ' operation activity satisfaction ‘.
