　　　　　臺灣以較有彈緎的治理模式來追求更高效率的成果已於近年逐漸浮現。以民生廢棄物的終端處理為例，焚化爐以BOT的方式興建確實已為政府節省不少公帑。然而，這項財貨的供給有相當大的規模經濟之要求，但多年前中央府欲克服鄰避現象而採取了「一縣市一焚化爐」、各自管理自己垃圾的分權政策，以政治外力限制財貨供給者尋求最適規模經濟的可能。時至今日，全國焚化廠的處理總量已超過需求量，而行政疆界的隔閡卻導致縣市間焚化設備分佈不均，使部份地區有垃圾處理危機，有些地方卻出現沒有垃圾燒的窘境。在環何團體停止興建焚化爐的訴求下，環保署又朝向上集權的方式修正政策，希望透過強制性的「垃圾跨區處 理機制」來解決垃圾處理能力分佈不均問題。但當初因集權而讓環保單位焦頭爛額的鄰避問題，如今可曾因為時空條件的改變而能避免？答案似乎是否定的。本研究以嘉義縣鹿草焚化廠的運化為例，提供了另類的思考途徑。嘉義縣市同時委託達和公司操作焚化爐，在嘉義縣尚有處理餘裕，嘉義市卻有爆發垃圾處理危機的狀況下，縣市政府透過協商的過程，建構起有利的誘因結構，達成一個縣、市府與民營公司三贏的協議，也避免了可能發生的鄰避衝突，顯示新公共管理對於化解鄰避衝突似有意想不到的效果。本研究雖因地方特殊情境而有其適用的侷限性，但透過民營化降低政治爭端、避免中央集權、由地方主動尋求合作伙伴、共同謀求協商雙方共同利益等原則，應可普遍適用於所有跨區域處理一般廢統物的情境。
　　　　　The application of New Public Management (NPM) in Taiwan's governance has attracted significant attention recently. One field left to be further elaborated is the potential of NPM in solving not-in-my-back-yard (NIMBY) conflicts that have prevailed in many localities. This study delineates the development of a cooperation agreement in garbage management between Chia-yi County and city in order to illustrate how the involvement of a private business via a build-operate-transfer (BOT) contract might break through the political boundaries of a public service (garbage incineration) to reach an better economy of scale. This agreement proves to benefit all three parties and improves efficiency by reaching a Pareto optimal. The case also demonstrates the advantage of a polycentric governing arrangement that has been advocated by many political economists.
