　　　　　本文有系統檢視地方府際關係與跨域管理的意涵，並討論英美等國有關府際關係與跨域管理的方式與限制，析述臺灣推動府際關係與跨域管理的爭議與困難。並嘗試以不連續的漸進理論(the disjointed-incremental theory)，以及制度帢驗與計畫導向等策略與途徑，建議政府採取導航型政策與策略，以計畫導向推動各階段發展事宜。並試圖提出幾個建構府際關係與跨域管理型政府的推動方式與階級。
　　　　　This paper had been managed to review the meaning of Inter-Governmental Relations (IGR) and Regional Governance (RG) of Local Government. Meanwhile, it also discussed the constrains of IGR and RG in Britain and United States of America. Furthermore, the disputing and predicaments of IGR and RG in Taiwan are both the main parts of analysis in this paper. In addition, this study dedicated to develop the constructive approaches on IGR and RG in Taiwan through Lindblom's disjointed-incremental theory and step-by-step methodology. Finally this paper suggests the government of Taiwan that better take a pilot or steering project to deal with the disjointed-incremental approach and the strategies of institutional change and managerial regime-building.
