本論文主要在研究地方政處理家庭暴力事件組織體系結構與功能，研究結果發現，家暴問題處理必須由不同部門處理。從派出所、分局、女警隊到家暴中心、衛生醫療部門、地檢署、地方法院、乃至於非營利組織（世界展望會）等不同單位，都存在溝通協調整合問題。重點在於，警察不是社工或因為沒有社工專業，能夠處理的應在強制執法的部分，屬諮商輔導的部分，應由社工人員負責較妥。要讓警察進一步在處理家暴案件，發揮更多社工專業，可能排擠員警處理與治安較相關之案件，反而不利整體治安之維護。因此，未來雖可加強部門間之協調聯繫管道，家暴中心能想辦法加強基層員警社工專業能力，但亦不能忽略就警察處理家暴案件的深度或專業度做合作切割。簡言之，目前有關政府處理家暴事件功能的發揮，主要靠警察，然而警察並非社工，警察所能發揮的社工功能就受到限制。唯整體而言，以目前地方政府家暴體系所展現的成效，因被動轉為積極主動，對於緊急遭受暴力之配偶，相關機制可以在短時間發揮保障功能，仍值得肯定。

The purpose of this paper is to study on local government organizations dealing with domestic violence. These were the delegated police units, sub-police stations, the Policewomen Groups, Center of Preventing and Dealing with Domestic Violence, Health Departments, Prosecuting Offices, Counts, and Non-profit organizations such as the World View Association. But there were coordination problems among them. In addition, police were required to deal with domestic violence. However, police did not possess specialties of social works. It was difficult for police to perform social counseling function when dealing with domestic violence. Local government might want to enhance the cooperative effectiveness of related organizations. It was necessary to differentiate police and social workers when dealing with domestic violence although it was also important to educate police to have more knowledge of social work. In sum, facing the domestic violence, local governments are more aggressive than before. Police are able to perform emergent function when the lives of the victims of domestic violence are in danger.
