五卅運動中的滬案交涉是由執政府擔當的，執政府在五卅運動中的表現主要是進行滬案交涉。以往五卅運動研究因對執政府存在先入性的偏見，對其或忽略，或否定，所以對滬案交涉為什麼會失敗也就較為忽略，或沒進行真實地研究。本文通過考察執政府進行滬案交涉的全景過程，認為執政府利用五卅運動中的「民氣」以對內，並沒有真正謀劃滬案交涉，導致交涉主張不統一，交涉策略不明朗，交涉步驟不一致，缺乏整體規劃，同時，各外交官員在開展外交時也進行「內爭」，相互推諉禦責，導致滬案交涉延宕，江蘇地方官員和各派軍閣也以外交之名，與中央一起爭奪上海地盤。此外，滬案發生時，上海無軍政大員負責的現狀也影響到了滬案交涉的開局。這些才是滬案交涉無功而終的主要原因。使團和英國政府的延宕只是原因的一方面。執政府利用「民氣」，對其政權生命的延續或許有幫助，但對滬案交涉卻造成了致命傷。從滬案交涉來看，不可高估執政府利用「五卅民氣」的策略。

The Duan Qirui Government had tahen on all negotiations on the Shanghai Incident in the May 30th Movement. The display of the Duan Qirui Government in the May 30th Movement mainly was to be engaged in the negotiations on the Shanghai Incident in 1925. In the past because of the preconceived bias to the Duan Qirui Government the research ahout he May 30th Movement negated or overlooked it, so the research didn't attach importance to or approached really the negotiations on the Shanghai Incident in 1925 why to defeat. After inspecting systematically the course of the negotiations on the Shanghai Incident, the article deems that in order to take advantage of the people's morale to extend it's regime period, the government didn't try to scheme the negotiation, which resulted in the non-unified view, equivocal tactics and inconsistent steps of the negotiations on the Shanghai Incident in 1925. At the same time, the all diplomatic officials also mutually shift responsibility onto others. The officials in jiangsu and the warlords also tried to scramble the shanghai with the Duan Qirui Government on the excuse of the diplomacy in the negotiations on the Shanghai Incident. In addition, when the Shanghai Incident broke down in 1925, the circumstances which there were no important officials to be responsible for the incident in shanghai had also affected the opening of the negotiations on the Incident. As stated above are the main reasons of the defeat of negotiations on the Shanghai Incident in 1925, the procrastination which the minister corps in the beijing and the british government employed was the only one of the reasons. The Duan Qirui Government took advantage of the people's morale in the May 30th Movement, which might be of advantage to extend it's regime period, but led up to the defeat of negotiations on the Shanghai Incident. According to the negotiations on the Shanghai Incident, it is wrong to evaluate highly the tactics of the Duan Qirui Government to utilize the people's morale in the May 30th Movement.
