隨著兒童與青少年問題日益嚴重與普及,輔導工作之落實,已成為今日學校教育之核心。然而,輔導行政雖為學校輔導工作之靈魂,其專業定位與角色功能,至今卻仍呈現無力、不被信任的狀態,是以學校組織精簡時,往往成為優先遭裁撤的單位。\r 打造企業藍海之基石,在於同時尋求降低經營成本與提昇顧客價值。學校輔導行政之創新,既可提昇學校輔導在親師生等顧客心目中的價值,同時也能減少教育資源與社會成本之浪費。本文省思輔導行政面臨的挑戰,並應用藍海策略「消除─降低─提升─創造」之行動架構,提出學校輔導行政因應挑戰與創新價值可行策略之初歩構想,期作為強化學校輔導行政之試金石,進而實現真正的「友善校園」。
This paper aimed to promote value innovation in administration of school guidance. School guidance is increasingly important due to great complexity of society in the 21st Century. However it seems not be effectively executed by school guidance administration. Nowhere is this more true than appropriate planning school guidance by administration could enhance the school climate to make the school a place where all children can and ant to learn. “The Blue Ocean Strategy” could unlock the creativity of a wide range of people within an organization, it is easy to understand and communicate for effective execution. The article reflected the challenges of school guidance, and then, it applied the actions framework that include “eliminate─reduce─raise─create” in “The Blue Ocean Strategy” as a tool to engage value innovation. Moreover, some available suggestions are proposed in order to improve the present guidance administrative system in school, it will contribute to really reach the objective of “Friendly Campus”.
