本研究關心台灣日益嚴重的長期失業現象，特別關注於長期失業者的特性。使用行政院主計處的「人力資源調查」資料庫進行長期失業現象及其人口、就業特質之分析。研究發現：1.經濟環境對總體的失業與長期失業人口之規模具有解釋力。2.人口特質中的年齡（45-54、30-44歲組）對人們是否成為長期失業者有解釋力，但教育水準沒有解釋力。3.失業原因中的「因工作結束而離開工作」者較易成為長期失業者。4.各變項對人們成為長期失業者的總解釋力不高，而代表著在台灣的長期失業現象中，或存在著文獻所強調之變項以外的因素。另外，分析亦發現，中短期失業者和長期失業者的人口及勞動特質並不相同，此或代表著短期失業者和長期失業者是不同的人口群體。
This research focuses on long-term unemployment issue in Taiwan. The aim of this research is to explore the characteristics of the long-term unemployed. Data drawn from Manpower Survey Databases by DGBAS (Directorate-General of Budget, Accounting and Statistics, Executive Yuan) was employed in this research. The findings are: 1.The economic performance and the scale of long-term unemployment are slightly relative. 2. There are strongly relative between age and long-term unemployed. 3. It is the major reason of jobless for position closed for the people to become long-term unemployed. 4. Even all possible variables were included in statistic model we don’t get strong explanation for long-term unemployed. It implies that few important variables were omitted beyond literature. Besides, statistic analysis shows that there are different characteristics between the short-term unemployed and the long-term unemployed.
