題名:從開放系統檢視身心障礙者社區化支持性就業服務品質--以A縣(市)的執行經驗為例

本研究旨在探究某縣市政府在身心障礙者社區化支持性就業的執行概況與所遭逢的困難,並依據研究發現提出提昇社區化支持性就業服務品質的建議。研究者參考Fitzsimmons與Fitzsimmons(1998)所提出的開放系統服務觀點,並根據該觀點來檢驗社區化支持性就業在服務的輸入、轉化與輸出情形,以檢視社區化支持性就業服務品質。資料蒐集方法包括焦點團體以及深度訪談等。研究發現,實務上雖然積極投入社區化支持性就業服務,但接受服務者的就業率仍然有待提昇;此外,承辦機構不易尋找到確實有需求的案主,且未對案主的需求切確釐清,結案時未能落實結案評量等;而服務過程所出現的問題,主要顯現在督導制度與資源連結。依據研究發現,研究者提出數點討論:在連結案主需求方面,宜整合各機構的宣傳管道以傳達服務訊息、落實以身心障礙者為主體的參與式服務、建構以職業輔導評量為主軸的就業程序、建構非正式的自然支持系統;在運用服務控制提昇服務品質方面,宜提昇承辦單位事前準備能力、建制專責督導制度或設立方案督導、加強培植在地機構的承辦能力;最後,在服務配套方面,建立特定窗口銜接其他職業重建流程、整合外在資源增加就業機會。
This qualitative case study aims to explore the current situations and obstacles of supported employment service in community.The researcher, based on the open system theory (Fitzsimmons& Fitzsimmons, 1998), explores the input, throughput and output of supported employment service in community. There are three ways to gather the data in this research, including visiting organizations, focus groups and interviews.To begin with, three aspects of practices were found via analysis, and each of which was discussed in terms of its situation. The major findings of obstacles included: the rate of employment, propagating the population of clients, clarification the need of clients, evaluating the outcome of termination, and the system of supervisors. The researcher connects the core concepts and points out the principle of the goal-centered for people with disabilities.Suggestions to promote the quality of supported employment service were proposed according to the findings.
