In response to the current complex social situation, the Ministry of Education (MOE) proposed "START ANEW Adult Higher Education Encouragement Program" in 2011, based on Niklas Luhmann's social system theory. The objective of the program – expanding the participation of adult college education – is essentially equivalent to the transfer of environment (resources and energy) from MOE system to sub-system (private collages). However, from the viewpoint of autopoiesis, such regulation is not much more than self-regulation. The Ministry of Education, the policy regulation subject, has different agenda than those of the policy regulation objects – private colleges and adult students. We investigate the adult college education program using the "Binary Codes" methodology. Issues investigated include: 1) Quality of adult education through exam / no-exam; 2) Nature of private collage management through nonprofit / for-profit institutions; 3) Priority in full-time curriculum implementation through traditional / non-traditional students. Recommendations are proposed to the Ministry of Education based on the above dissertation.
