The importance of volunteering has long been acknowledged by EU. This research contains the key finding of a Study on Volunteering in the EU and the main outcome of some national reports from EU member countries on volunteering policies. From the cross-national perspectives of EU, we will see clearly how the concepts related to volunteering are constructed under the European goals: social, economical and political integration. The education and training strategies related to volunteering are discussed so as to have a better understanding of the transformation from ideas to practices in cross-national and, national levels. The paper offers some reflections on Taiwan's newly revised Volunteering Act from the EU points of strategies and member states action experiences. Suggestions have been made to Taiwan's social development regarding volunteering issues to focus more on the educational and training perspectives and to create learning transformation in the services offered by volunteering organizations.
