To enlarge the successful percentage of outsourcing the civil recreational centers for the government and help supervise the quality control when processing such feasibility studies, this study presented a framework and indicators for assessing the feasibility study of outsourcing the civil recreational centers. With the intensive literature review and conduction of the expert Delphi survey, this study constructed the dimension and indicators of outsourcing the operation of civil recreational centers to private sectors and found out the weight of each dimension and indicator through the analytic network process. This study found that the most important dimension was "the policy orientation" with the highest weighted average of 4.35, followed by the dimension of "the architectural programming feasibility" in which the most essential indicator was "the design of the sporting space fits the market positioning and demand". The third important dimension was "the financial feasibility" in which the indicators of "the financial incentive for outsourcing the management of the venue", "the proper charity request on the operation team", and "the reasonable income assessment" were the most important indicators. The fourth important dimension was "the market feasibility" in which the "identifying targeted market and survey on the consuming intention" was the most import indicators. The last important dimension was the "feasibility of supervising the operator" that was first listed as the important dimension in the feasibility study stage.
