This paper explores the current approaches and the turns of digital image licensing policy in Taiwan. We focus on providing suggestions to a sustainable model of images licensing for museum in Taiwan. After digitalization project in Taiwan for ten years, there are amounts of digital content which held by museums. We care about that how are museums facing and handling access to their images in a digital environment. The Digital Archives open the museum cabinet to provide the public another channel for contacting collections of museums, general public can use the museum images rely on licensing mechanism. This study aimed to explore what changes in the function and significance of museum image license since Digital Archive. Moreover, this study expects to be image license policy reference for museum in Taiwan. In conclusion, we try to look for the way of sharing and prosperity of cultural heritage in Taiwan. Access in digital word for museum is not only about dilemma of fee or free, but also about the convenience of digital environment, technological supporting, internal management to contribute to a friendly access. Museums have to change the role of image licensing from dominant controllers to innovation facilitators in the digital age.
