The 46,000 deadweight cargo ship, Gang Tai Tai Zhou, was stranded at Kinmen beach caused by typhoon in 2016. The accident not only caused loss of property but also revealed some unavoidable problems such as administrative sloth, environmental pollution, ecological disaster, obstacles of cross-strait cooperation and the different political standpoints. With problems of cross-region and multi-cooperation, the communication between administrative institutions, the executive process and accountability of teamwork are the inevitable issues we should face. This study shall provide a structural analysis against the possibility of salvage agreement across Taiwan Strait. In addition, it shall try to build a model of agreement through the five legal frameworks of administrative law. Moreover, the comparative method is adopted in this study to make discussions and induction. With the aforementioned law methods, the purpose of this study is to promote the progressive law of cross-strait pilot industry, improve the relation between people on cross-strait and maximize the common benefits.
