　　　　　民國86年7月21日總統公布修正憲法增修條文，省政府的定位由「自治層級」 之政府，改為行政院之「派出機關」，省並為公法人，省政府為該公法人行為主體，「承行政 院之命監督縣自治事項」，其「功能、業務、與組織之調整，自民國87年12月21日起，另 以法律規定之。」本文由提升國家競爭力的觀點，探討省政府職權調整為：排除自治事項， 只辦理全省一致性質之事項、辦理中央立法交由省執行之事項、監督縣自治之事項；其內部 組織應據此，適當裁撤、整併、改變、改制、民營化及功能調整，達成小而能，小而強。
　　　　　Provincial government becomes a public agency under Executive Yuan with a function to oversight the autonomy of "Hsien", after amendment of the Additional Articles of the Constitution of the Republic of China on July 21,1997. At the same time, provincial government is kept as public legal person, even without autonomy. Its functions, operations and organizations will be changed after the end of the term of current governor on December 20,1998. This paper discusses the refection and organization for the new provincial government. For the purpose of enhancing the national competitiveness, the paper concludes the "any matter shall fall within the jurisdiction of the province, if it is provincial in nature, its size shall be small and smart."
