　　　　　本文以台灣省暨各縣市政府為研究的對象，以台灣社會政策的歷史發展為脈絡， 剖析地方政府的社會福利角色與功能。本文首先從四個主要的理論觀點說明，西方福利國家 的地方政府發揮哪些社會政策的功能，其與中央政府如何分工，各級政府的福利財源與專業 技術如何分配與互補，兩地方政府在推動社福方案時，受到哪些經社政法因素的限制。接著， 本文對台灣省與各縣市政府社會福利的角色功能作一歷史的回顧，時間從一九五○年代到一 九八○年代末期，共分為三個時期來討論。最後本文的分析焦點集中於論述近十年來，省與 縣市政府的社會福利角色的演變，尤其是中央與地方約互動關係對地方推動福利政策的影 響。省與縣市政府的社會福利人力資源、經費支出，以及福利方案的內涵與演變是分析重點。
　　　　　The recent increase of the tendencies of decentralization and privatization for the development of social policy is evident in the US and other European welfare capital states. There is widespread agreement that local government's initiative and influence within social policy grew dramatically. Moreover, the study of local welfare state has got the popular support within academic fields. However, this phenomenon occurred in the West is not reproduced in Taiwan. Taiwanese scholars concern more about the study of central government's welfare roles and functions than local government's ones. The authors of this paper consider it valuable to explore the development of welfare policies of the local government in Taiwan. As a result, this study is to explore the following two questions : First, what were the normative and empirical roles of welfare policies undertaken by the local government in Taiwan in the past several decades? Second, how do we empower the local government to implement welfare policies well in the future?
