新基因學的發展帶來了新型態的公共政策實務，於此健康的個人被進一步定隆為有免於罹患基因疾病風險的自由。而就如同其他的基因科技發展一般，基因檢測科技的快速發展與擴散已引起另一波新的治理與管理議題，尤其當治理政策社群試圖調和市民社會、科學界與產業界不同政治需求的衝突時，由諸多價值體系所形成新的政策的發展為例，探索目前大眾對於將基因檢測科技具體應用於各種層面，並形成廣大市場的憂慮。強調新基因學成功發展的同時必須建構新的社會－科技關係、新的市場與新型態的治理機制，並分析治理機制的配置如何無法自外於其他層面的社會－科技變遷而受到挑戰與轉變。
The new genetics promises a new kind of public policy practice in which the health individual is defined by freedom from risk of genetic disease. Like other areas of gene technology, genetic testing poses novel regulatory problems for the governance policy community as it seeks to reconcile the conflicting political explore the political dynamic driving the search for new forms of regulation in human genetics, its content and institutional manifestations and its likely impact on the policy process of gene technology governance. This paper critically examines a number of assumptions underlying the genetic conception of health, the changing terms on which new genetics-based technology in testing areas has been regulated, and discusses some likely implications of the increasing use of the technologies of genetic testing and genetic counseling in the fulfillment of individual health objectives. They are used to illustrate and examine the proposition that shifts in the politics of governance and regulation has meant that the accountability for the social management of new technology is increasingly shared between the state and the public. The paper concludes by stressing the need for a thoroughgoing appraisal of the impact of new genetics on public policy practice.
