題名:臺灣桃竹苗地區政策民意與施政滿意度之比較

顧客滿意度決定政策的成效,顧客的評價則決定政策的變遷方向;換言之,政府公共政策的績效取決於民眾的施政滿意度。民意是現代社會的產物,是我們生活中非常重要的一部分;近年來在選舉等政治運作中扮演更為突出的角色。為了回應社會大眾對公共服務需求的數量與品質大幅增加,以及因資訊科技進步神速,致使民眾所需服務範圍大幅擴大且多樣化,各級政府必須努力提升公共服務的效率與效能,以提高民眾對政府運作方式的信任度與滿意度;基於行政倫理,更應一視同仁對標的群體提供公共服務,特別要了解社會弱勢者的需求與期望,以建立一個公平、正義的社會。而本研究初步結果發現在桃竹苗地區,當選時得票率的高低與未來民眾對其縣市長知名度與施政滿意度的評價高低都無相關,而且知名度與施政滿意度之間亦無相關。通過變異數分析(ANOVA)發現政黨支持傾向最可能影響民眾對縣市長施政滿意度的評價,在桃園縣顯示閩南與原住民族群、無業者、自營商與工商機構職員、中間選民與民進黨支持者傾向較滿意朱縣長的整體施政。在新竹縣顯示較年長者、非閩南族群、家庭主婦、教員與無業者、中間選民、親民黨與新黨支持者傾向較滿意鄭縣長的整體施政。在新竹市顯示較年長者、教育程度較低者、客家與大陸各省族群、農漁牧、軍警與家庭主婦、中間選民與國親泛藍支持者傾向較滿意林市長的整體施政。在苗栗縣顯示女性、客家與大陸各省族群、農漁牧、無業者與家庭主婦、中間選民與國親泛藍支持者傾向較滿意傅縣長的整體施政。
The efficacy of public policies depends on voter’s satisfaction, and the change in directions of public policies hinge on voter’s assessment, i.e., the performance of public policies is decided by citizen’s satisfaction over administration. Governments at all levels must improve the efficiency and effectiveness of public services to meet people’s substantial and pluralistic needs in order to enhance their trust in the respective government operational styles. To realize equality and justice in society, governments must treat people equally and provide more services for the disadvantaged.
