本文旨在探討政治功效意識於政治行動上之效果，並將焦點集中於選舉參與和投票抉擇上。透過政黨輪替前後的觀察，筆者發現，代表自我政治能力評估的內在功效是民眾從事競選活動參與相當重要的心理基礎。至於投票抉擇方面，也發現了在控制其他可能影響民眾投票抉擇的變項後，在2001年的立委選舉中，感受政府回應程度較高的選民，將較傾向支持執政黨。在結論中，除了就研究發現給予內在功效與外在功效於理論上的意涵外，並以經驗研究的途徑，對於跨時比較研究提出個人見解。

The purpose of this paper is to demonstrate the eﬀect of political efflcacy in political action in terms of electoral participation and voting behavior. First, the ﬁndings show that internal eﬃcacy, which causes citizens to engage in electoral participation, is an important factor. Second, in terms of voting behavior, I have found that the citizens who experienced a higher degree of responsiveness from the government (external efficacy) tended to support the ruling party in the 2001 legislative election when other variables that are likely to inﬂuence citizens’voting behavior are controlled. In conclusion, I interpret the theoretical implications of the eﬀect of political eﬃcacy. Moreover, I try to provide some applied suggestions to the comparative approach in terms of cross-section data by means of the empirical approach.
