本文主要目標在於檢視政策網絡的運用，以瞭解政策網絡的實務運用與理論層面的落差爲何。本文認爲政策網絡有關行動者的認知與誘因、關係變化、遊戲規則的改變以及政策變遷形成的資源重分配之間的因果關係不明確，是理論與實務面的主要落差。最後，本文指出政策網絡的研究必須更精確的測量「權力」的運作造成的影響。
The main objective of this article is that rethinking application on policy network to understand the gap of the theoretical and practice. We consider that the causation of the change of incentive, relationship, rule of game and the resource redistributive is not very clear. Finally, we point that the research of policy network must pay attention to the influence of the power.
