隨著後現代社會政府與政策制定活動雙雙的成長，參與者的廣泛度與複雜度皆增加，政策網絡的治理取代多元主義（pluralisml）、統合主義（corporatism）以及其他的傳統模式，成為英、美與歐洲公共行政的共同途徑。在由下而上以及由上而下的政策執行各有限制之下，政策網絡的途徑綜合多元論、統合主義、以及傳統韋伯（MaxWeber）的官僚體制，更適合現代政策制定。 　　本文主要的目的有三，第一，從新治理觀念出發，解釋政策網絡如何重新整合國家與社會的關係；第二，闡述蓬勃發展的政策網絡理論；第三，特別以英國和歐盟的政策網絡領航為例，說明政策網絡共同治理的特徵，以及政策網絡的管理。 　　政策網絡的治理理論發展快速，雖然學者對於政策網絡的民主控制仍有疑慮，但是，複雜的府際間與內系統間的治理機制是需要調適與學習的。至少，政策網絡提供市場與科層體系之外的一種途徑。

　　Policy networks become a new model of governance in1980s and 1990s. Policy networks model reflect the spirit of, with the pluralism, fragmented government, incapable of solving the financial and new policy problems such as environmental pollution, the growth of crime rate, social welfare and the need for a competitive infrastructure in order to keep pace with international economic development, call for government involvement. 　　Policy networks approach builds on the bottom up criticism, but offers a more realistic alternative for the rational central rule model. This article aim to explain the steering- through- networks model from the theory of new governance. Government is capable of steering society on condition it does so in coalition with combinations of public and private sectors. It is evidence that the consensus concerning common definitions of problems and their solving can be obtained through networks from the example of British reinventing government and the experience of the administration of European Union. 　　The concept of policy networks is quite new in the sense that it is not identical to the old institutional perspectives in which attention was centered on formal power. Rather it is blending elements of top-down and bottom up approach. It offers another alternative beyond market and hierarchy.
