本文主要是以培力的角度，針對由高雄醫學大學醫學社會學與社會工作學系組成的培力團隊所協助高雄市北區各區公所相關人員推動社區工作之實踐歷程，進行省思，期透過對實踐歷程的檢視，累積在實務工作中的培力方法，並進而確認培力公所之內涵與意義。本文呈現的實踐歷程包括計畫醞釀與形成、關係建立、結束與展望等三個時期，最後根據此次實踐歷程，形成培力實踐首重關係的建立與落實、區公所在社區發展業務中的有所為等兩點討論。

The purpose of this study is to display the empowerment process of North Kaohsiung city district-offices in practice. This study try to appear the empower methods by survey this process. The process is includes planning to form, establishing the relationship, and the ending date. According to the result this study has two discussion, the first thing in empower practice was the relationship and the district-offices capability of community development.
