高齡社會是當代國家發展的主要挑戰之一，而長期照顧制度則直覺地成為回應高齡社會及其照顧赤字擴大的最直接政策議程。隨著高齡人口比率成長的增加快速，國家財政負擔能力的短絀，以及生產性／照顧性勞動分工的人力需求競爭，如何重新安排和組織人力與財力來因應遽增的社會照顧（和健康照護）需要，成為當代國家主要的政策課題。召喚社區作為長期照顧提供的基層組織和在地熟悉共同空間，首先就要面對既有的社區是否有足夠的能量來因應，特別是在青壯人口外流的偏鄉地區。前者所設想的福利社區化，是把社區當成現成既有的自變項來操作照顧服務的提供；而後者則如社區營造所關注的，是個需要被動員創造與文化更新的後果依變項。這裡，社區似乎是個答案，卻也是問題的本身：首先要面對是如何改變和賦權社區的議題。本文探討「社區要如何才能提供照顧」的社會與歷史要件。透過重新認識當前高齡社會的現代性構成，並用來診斷當代管理主義國家的政治經濟形構及其相關後果，以闡述整體的社區政策如何讓社區照顧成為可能且可欲。對於最前者的分析性議題，我們先致力於將人口學到社會學中對高齡社會的相關解釋，轉向在制度化生命歷程蛻變的社會變遷來探討；其次則透過社會理論的基礎根源探索，進行社會構成邏輯的規範分析和問題診斷。隨後，經由檢視我國長照2.0的制度邏輯組成和管理主義國家的政治經濟形構，最後以整體社區政策的觀點，提出社區鑲崁的民主治理和社區工作，讓整合照顧服務的社區照顧想像，成為可能推動的現實。
What social and historical conditions that could make care provisions by the fallen community possible and feasible in the age of population growing older than ever? Conceptualizing Aged Society as consequences of Modernity, associated with a diagnosis of intended and unintended outcomes emerged from political economic configuration of contemporary Managerial State that endorsed by Neoliberalism, the essay proposes an approach of Holistic Community Policy and suggests the way that makes community care not only feasible but desirable with grounded and sustainable moral ecology.
