題名:我國青壯年榮民就業研究:人力資本與社會資本的觀點

過去對我國榮民或是退伍軍人就業議題的討論主要是以實證研究取向離析出造成退伍軍人再就業困境的因素,研究成果絕大多數將焦點放在提升教育程度以及培養符合勞動市場需求之專業技能等人力資本面向上的討論。然而人力資本的論點終究有其侷限,因此自1980年代開始,西方的社會學者開始運用社會資本的觀點來補充人力資本論的不足,不僅累積了許多具體的成果,而且也將社會資本在就業過程的影響提升到與人力資本等量齊觀的層次。 本研究以青壯年榮民為研究對象,主要目的在於探討人力資本與社會資本因素對渠等就業狀況的影響。在研究設計上以退輔會於2004年所進行之「青壯年榮民狀況調查」原始資料檔進行量化的次級資料分析。主要的發現有:人力資本因素中的「教育程度」、「退伍時軍階」與青壯年榮民投入就業市場中的行業、職業、每月工作所得、工作滿意度、工作適應情形及得到目前工作方法皆達到統計上顯著的差異。共同的現象是學歷、軍階越高,會有越高的比例從事較高階的行(職)業、高工作所得、高工作滿意度與更好的工作適應情形。而社會資本的運用並沒有為青壯年榮民帶來更高階的職業、更好的行業、更好的薪資,在工作滿意度與適應情形上也不若其他求職方法,因此否定了社會資本對青壯年榮民具有正面功能的預設。本研究建議,在理論運用部分納入社會資本的思考是正確的方向,但須加入連帶關係的強弱、連帶的擴張性與關係人的地位的討論。在輔導政策上,加強青壯年榮民在教育程度的提升,提供適當持續進修的誘因,並著重在輔導與鼓勵青壯年榮民參加政府公職考試,另外主要輔導的對象應從軍官轉向士官兵。最後應強化榮民與就業市場間的媒和工作,彌補渠等在社會資本上不足。
The study aims to explore the employment and working conditions of young-adult veterans in Taiwan from the perspectives of human capital and social capital. By proceeding secondary analysis of the survey data of 'Young-adult Veteran Survey' in 2004, the main findings are as follows: (1) The relationship between human capital variables and working conditions are significant. The higher the educational level and previous rank of veterans, the higher proportion they share on higher occupational prestige, monthly salary, job satisfaction, and job accommodation; (2) Comparing to other job-search methods, social networking does not necessarily result in higher occupational prestige, monthly salary, job satisfaction, and job accommodation. Based on the finding, we suggest: (1) Inspiring motivation and encouraging veterans to gain higher educational level or training program; (2) The targeted group of services should change from officers to non-commissioned officers; (3) The Veteran Affairs Commission should put more emphases on the function of mediator to fulfill the gap between the veterans' employability and labor market.
