Numerous cultural events that integrate with the local characters have been organized in each county and city since 2001, aiming to promote local tourism industry and to boost local economy. The unique geology, topography and landscape in Penghu has prompted the development of the Penghu International Earth Art Festival, using it as an opportunity to market Penghu to the world, as well as to lead artists and local residence to think about this island. Between 2001 and 2009, a total of 47 exhibits were shown in 7 Penghu International Earth Art Festivals. During this period, it has attracted the involvement of numerous local artists, Taiwanese creative artists and the Earth Art enthusiasts. However, what kind of thinking and concepts are those art works have tried to express? This thesis attempts to provide an overall analysis and recap on the art works presented at the Earth Art Festival, using textual analysis to investigate both subsurface and deep rooted cultural meaning of those art works, and the concepts of the artists, as well as what view point is expected of the audience. The research has found that those art works are rich and dynamic, consists of globalized and localized thinking, thus led the audience to think about the island. They enriched the artistic quality of integrating art into living space. The hard works of the organizers and the artists are worth to be acknowledged, but the marketing, specification of the art works and the public involvement of the festival remains to be difficult issues.
