The models for college general education includes ”The Distribution Model,” ”The Core Liberal Model,” and ”The Individual Student Development Model.” Although the Core Liberal Model has been the core idea of western college general education for long, the Distribution Model was mainly implemented in colleges in Taiwan. However, the Ministry of Education has promoted the Mid-term Project on General Education since 2007, followed by 2011, the Civic Core Competences Cultivation (CCCC) Project, which highlights civic core competence cultivation based mainly on the idea of Individual Student Development Model.At National Taitung University, the 3-year CCCC Project was launched with the subsidy from the Ministry of Education in 2011. Initially, ”the Concerns and Actions for the Issues in Eastern Taiwan” was utilized to integrate the curricula proposed and carried out by the Center of General Education and the Humanity, Science and Engineering, and Teachers' Colleges. In 2013, its implementation turns to be based on the missions of general education stated by the Center of General Education years ago. Also proposed by this article is the curriculum reform approach which integrated the Distribution Model and the idea of Civic Competences Cultivation for Curriculum Reform of General Education. With the realization of the proposals, it is expected that NTTU's new curriculum for General Education will be constructed not only with the fundamental knowledge of academic fields, but also with the fusion of civil literacy, to cultivate college students' basic competencies.
