Through interviews with South Korea’s digital textbook policy practitioners and its early policy research experts, as well as document-analysis, this study aims to discuss the implementation and dilemmas of South-Korea’s digital textbook policy. Based on the three stages of South-Korean digital textbook, that is, policy formulation, implementation process, and the situation nowadays, this study is divided into three parts: universal digital textbooks and their classification, South-Korea’s digital textbook policy implementation, and the reflection on South-Korea’s digital textbook policy dilemmas. From the viewpoints of policy practitioners and researchers, this study analyzes dilemmas of the digital textbook policy implementation in South Korea, and furthermore, it rethinks the situation so as to provide some relevant suggestions. The implementation and dilemmas of South-Korea’s digital textbook policy are hoped to serve as points of reference for Taiwan’s digital textbook policy.
