The management system of water utilities in Taiwan has been a controversial issue, in recent years. This study employes the Analytic Hierarchy Process (AHP) method to explore the best solution among the three a1ternatives:unification under the centra1 government, operation under the local governments, or maintain the status quo. It came to the conclusion that the management of water utilities in Taiwan should be an united management type under the central government.
