The electoral system is the heart of a democracy. Thus the implementation and administration of an electoral system can have far-reaching consequences for the development of democratic government. recent years have seen rapid progress in democratic politics in the Republic of China, but the many problems which have come with electoral change, including electoral corruption, partisan squabbling, a spoils system, a weakening of party discipline, and a decline in the quality of legislation, have cast a shadow over the future of democratization in the R.O.C., and have been the subject of much concern and dismay among most citizens. the purpose of this study is to briefly examine the electoral systems now in general use in most democratic countries, and based on these systems to offer some principled suggestions concerning electoral systems for public office in the Republic of China, and to advocate a system combining both single-member districts and a form of proportional representation as a viable form for electoral reform. This study will also claim that overall reform is required to improve the effectivenes of the electoral system.
