題名：權力菁英流動與威權體制「轉型」--從「新制度論」的觀點反省一個認識論的問題

　　　　　在這一篇論文裡，我們主要的目的，是藉著「新制度論」的理論觀點，透過舉證 一部份權力菁英流動過程的經驗資料，指出近年來學界有關台灣政治「轉型」論述的部份誤 謬。我們在文中強調，所謂「轉型」應該指的是一種「體質」與「體制」均和前此不同的制 度的形成過程；而不應只是就原有制度進行修補。另一方面，我們也指出歐美學者使用的「民 主過渡」有其政治文化脈絡的意義，但如用來分析台灣的情況則帶有強烈的「目的論」式的 價值意涵。我們辯稱，「過渡」的結果不必然是某個單一的特定目標(民主)、而是多元且不 確定的。本地學者們將「過渡」和「轉型」作無區別地使用，一種原因可能是出於不留心， 而另一種則是有意以此夾帶其他非學術性價值的目的。果真如此，那是學術研究者應引以為 戒的錯誤示範。
　　　　　Is Taiwan "transformed" into liberal democracy already or it is still in continuity of authoritarian practice? In this paper we argue that, in contrast to those students who claim Taiwan has moved to the former stage already, although Taiwan regime is indeed experiencing social change in many respects, yet it is too early to claim that it has been 'transformed' into liberal democracy already. We argue that, based on theoretical insights of New-institutionalism, there have been extraordinary changes in 'formality' indeed. However, there seems hardly any change with power elite's mobility, manipulation of political symbols and ritual practice in everyday life by the state, as well as the understanding of present status of Taiwan regime in lay person's daily life under President Lee Deng-hui's rule. In other words, it is in continuity of authoritarian rule in 'practice'. We also argue that scholars in Taiwan mistakenly use 'transition' to represent 'transformation'. There is strong 'teleological' implication in scholars who argue that the result of "transition" in Taiwan must be liberal democracy. We believe the result of 'transition' is an open-ended question. Taiwan is in transition to somewhere unknown yet, liberal democracy is not necessarily to be the only destination.
