This paper discusses the social impact of 'community empowerment projects' in the recent ten years by scrutinizing their influence on the rescue and recovery works after the 921 earthquake in 1999 led by government as well as the civil side. Despite the progress in the rescue and recovery works, in conclusion, the author points out that, to acquire further achievement, the existing practices of 'community empowerment projects' by professionals and community workers needs to transform themselves.
