題名:英、紐、澳三國高等教育經費及補助制度之比較研究

隨著全球經濟景氣的低迷與提升競爭力的訴求,使高等教育揮別過去經費寬裕的榮景,面臨各界對其經費使用效率與配置公平性的嚴厲檢視。為了解決經費相關效率與公平之爭議,本研究採取文件分析與比較研究法,嘗試從政府、企業、學校與受教者等經費來源的互動關係、補助分配制度與功能等不同層面,探究高等教育經費補助的意涵,並針對英、澳、紐三國高等教育經費及補助制度的演變進行分析,探究轉變的內容與原因。最後則進一步比較這三國實際經費及補助制度的運作現況與改革趨勢,作為我國經費分配政策參考與相關研究基礎。
本研究主要的結論與建議如下:
一、經費補助的發展趨勢代表著補助來源的互動關係,著重不同補助來源會影響經費比例與所採用的補助型態。
二、經費分類有助於專業分工與運用,不同的依據面向也會影響分配模式的功能取向,而政府介入的程度與經費比例的變動,也會使分配模式產生不同導向的轉變。
三、基於控制功能,英、紐、澳三國中央政府對於高等教育經費管理日趨集權,但集權程度則有所不同。因此,建議我國政府的學費政策不應只著重於學費標準的調整。
四、基於分攤功能,英、紐、澳三國的高等教育經費來源都轉而強調非政府部門,特別是受教者部分。因此,建議我國應增加非政府部門經費比例,但是政府仍要維持相同補助水準。
五、基於公平功能,英、紐、澳三國都重視學生支助方案的多元化,藉以提昇社經背景不利學生的入學機會。因此,建議我國採取多元學生支助方案,符合不同背景學生需求。
六、基於效率功能,英、紐、澳三國都重視引進市場機制與績效責任,新的補助分配制度也以績效本位做為分配依據,特別是研究經費部分。因此,建議我國區分補助項目,並重視績效本位。
This thesis mainly aims to solve the argue between equity and efficiency in higher education funding by adopting the method of document analysis and comparative.
To attend these goals, firstly, the author analyzes the meaning of higher education funding, include the relationship between funding sources, funding systems and functions. Simultaneously, the dissertation explores the content and reform of higher education funding systems in UK, New Zealand and Australia. Based on the findings of the three countries, the author generalizes the common and different of higher education funding by comparative method.
Six Conclusions are then summarized in the final chapter and five suggestions related to the future reform of higher education in Taiwan are also proposed.
