本文的目的在於將臺灣地區自「永續就業」以來至「公共服務擴大就業計畫」的系列就業政策，放到西方國家積極性勞動市場政策的學術脈絡中，透過政策工具與支出規模、政策延續性等面向，來與近年來各國的新興勞動政策理念相對話。本文分析初步發現，在西方國家的參照中，臺灣仍偏重於消極性就業保障政策—失業給付而非積極性就業政策；又在積極性勞動政策中則偏重於就業補助甚於職業訓練及就業服務。另外，臺灣的「公共就業」政策高舉著以弱勢者優先的原則，較接近社會納入（social inclusion）及「藉由福利促進就業」的政策目標與理念；又雖然高舉此二政策目標與理念，但執行上仍具有「以工代賑」的性質，而未能與政策理念有一致性的設計。最後，本文建議應正視勞動市場彈性化的結構變化，並深思積氬性勞動市場政策作為常規性社會福利政策一部皆的必要性，以及參酌歐盟社會委員會所提有關促進社會納入做法的建議，調整就業政策方案，俾便朝促進社會弱勢者就業及社會納入的目標努力。
The propose of this paper is to analyze the Public Employed Schemes (PES) in Taiwan (2001-2004) in the conceptive framework of Active Labor Marker Policy (ALMP), and to make a comparison with EU countries in rudimentary. Author finds that there is a gap between object and practice of PEP. Thought government boasts that the object of PEP is combating social exclusion and enabling the unemployed reaching social inclusion, and under the principle of Minority First. In fact, we find that PEP is seen as an emergent treatment and with the meaning of workfare. Finally, author suggests that under the economic pressure of globalization, we might to consider the possibility and necessity of setting PEP as a routine policy, and revise PEP policy practice for more closing the policy object of combating social exclusion.
