以西方為本位的福利研究，將討論的焦點放在國家內的政經條件與變化，以非西方園鎵則必須同時考量國內與國際的政經。本文從全球化現象出發，討論全球化對社會福利的影響，尤其著重以下的核心議題：1.討論目前臺灣的全球化程度。2.就全球化的角度對臺灣社會福利的社會結構特性予以初步的評析。3.對全球化影響下的臺灣的社會福利之政策與研究予以初步的建議。本文研究發現在全球化程度上，臺灣已表現相當的全球化特性，並受到相當的影響。臺灣這種尋求發展的國家，受到際經貿與資本主義的因素影響相當大，且最近的問題及影響與不同；當前的裁員、失業對象則為家庭的主要勞動者，其問題的本質則是社會安全的，其原因或可歸結於全球化的作用。由於臺灣目前是全球化中相對上獲利的國家，全球化對臺灣的負面效果尚未為國際所認知，即臺灣的經濟發展危機意識亦不為西方國家所知悉。但全球化對福利國家影響的議題討論，有助於歐陸國家能理解臺灣社經與福利政策特性，亦有助臺灣與歐陸國家在福利研究上有討論的焦點，並在福利政策上有合作的可能性。

For non-western countries, global capitalism is major factor in social policy research. This research aims to discuss two issues on the effects of globalization upon the welfare development of Taiwan: First, to what extend is Taiwan globalized? Second, how does globalization affect Taiwan’s welfare system? From historical and literature review, we can find deep effects of globalization. The nowadays unemployed –are mainly bread-earners, and therefore social security is under attack. Globalization can better explain this phenomenon. The underdevelopment of Taiwan’s welfare has been criticized as social dumping. Nevertheless, the welfare spending of many Western countries have been cut for the global competition. The economic pressure on the welfare development of Taiwan should be taken into account for future comparative welfare studies.
