在進入二十一世紀前後，「全球化」的現象在各領域間的討論日益受到重視。近年來，關於「治理」之議題也逐漸引起學界之討論，「全球治理」的概念於焉慢慢形成。另一方面，面對不確定的情境，危機發生的頻率也較過去更為頻繁。過去談論危機管理時，通常認定單一的組織、企業，或政府具有處理危機的高度主導權。然而，在強調多元網路的全球治理之下，吾人又該如何進行危機管理呢？換言之，吾人該對「全球性的危機管理」有進一步的瞭解。從過去的千禧年電腦系統的危機、全球暖化及環境議題、九一一的反恐事件等，莫不呈現了「全球性危機管理」概念的成形。因此，本文試圖連結全球治理與危機管理之探討，並嘗試進一步說明全球危機管理之概念，最後並將以「嚴重急性呼吸道症候群」(SARS)為例來分析之。
Traditionally, when some agents manage crisis, it always refers an (or some) individual takes some actions to the crisis. However, as the coming of globalization, the inter-dependence between those actors will be more and more strict. Therefore, it will become multiple actors in the global crisis management network. In this paper, there are some points discussed. At first, the meaning of global governance will be defined. Besides, the relations of global governance and crisis management will also be explored. Finally, according to the framework of this paper, the case of SARS will be analyzed from different aspects.
