This study aims to explore factors influencing career transfer of certificated social workers from contracted-employee to civil servant, and to look at its impacts on both agencies before and after shifting. In addition literature review and document analysis, this study took qualitative analysis as main methodology. Twelve certificated social workers of local government accepted in-depth interview, including 7 transferred and 5 un-transferred. The main findings include: (1) Factors influencing career transfer can be categorized into three dimensions, policy, organization and individual; (2) Relative stability for civil servant post is an attractive reason for choosing transfer; (3) Loss of certificated social workers for some local government is a result of lack of well transferred mechanism. According to the above findings, the study provides twelve suggestions from three aspects, certificated social worker, organization and system. Hopefully, they will be able to contribute to policy and practice of this transferred mechanism, and to building up of a sound social work system in Taiwan.
