題名:波隆納歷程下的高等教育品質保證政策—挪威與芬蘭兩國比較研究

高等教育的品質保證政策是近年來高等教育政策發展與研究的重心之一。本研究主要透過文獻分析及比較教育研究法,並輔以訪談和問卷調查,探討歐洲高等教育整合的波隆納歷程所產生的區域品質保證協議及政策,分析挪威和芬蘭在區域合作下所產生的高等教育品質保證政策。研究結果為:
就政策發展而論:挪威與芬蘭二國的國家高等教育品質保證政策皆受到波隆納歷程的影響,品質保證的功能與任務更加強調國際合作和品質提升,注重高等教育機構內部品質保證制度的建立應用與持續發展。
就政策實施而論:二國的品質保證政策實施皆考量國家的脈絡背景,並依據「歐洲高等教育品質保證標準與準則」規畫,高等教育機構的外部品質保證是以審核進行,並有其他不同的政策評鑑。相較之下,挪威是審核與認可二種方式並行,並存有較多品質管控的策略。
就政策影響而論:波隆納歷程下,挪威與芬蘭的品質保證政策有如下影響:
一、高等教育機構內部品質保證制度的建立。
二、重視教師教學與學生學習的品質與成效。
三、促成品質保證的國際化。
The policy of quality assurance has played an important role in current higher education development. Based on literature review, interview, questionnaire survey and comparative method of education, the aims of this research are to explore the regional quality assurance policy of the Bologna Process, and to compare the impacts of regional quality assurance policy on Norwegian and Finnish higher education policy. The findings of this research are:
In terms of policy development, the national quality assurance policy of higher education in Norway and Finland are both influenced by the Bologna Process. Both of these two countries’ quality assurance policies are based on the enhancement-led and international cooperation principles.
In terms of policy implementation, both Norway and Finland follow the European Quality Assurance Standards and Guidelines to implement their quality assurance polices. The national auditing is implemented by the Norwegian and Finnish national quality assurance agency. However, compared with Finland, Norway adopts more strategies of quality control. In addition, institutional and program accreditation are combined with audit in the Norwegian quality assurance system.
In terms of policy effects, three effects have been identified:
1. The establishment of institutional quality assurance system.
2. The emphasis of teaching quality and learning outcomes.
3. Internationalization of national quality assurance policy.
