Max Weber於十九世紀末觀察資本主義社會發現，無論是公或私部門，都存在著官僚化(Bureaucratization)的管理組織；在二十世紀開之初，Weber更加斷言：「官僚組織是現代社會的世界性命運」(吳庚，1993 )。官僚組織為近代人類社會所依賴，在於她具有處理工業時代大規模組織，複雜行政工作的獨特能力。然而在「後現代社會」的今天，昔日建構在理性主義下的官僚組織，所面對的外在環境已不同於過去；官僚既有的特殊能力，已無法充分回應社會結構的變遷，維繫其存在正當性的「效率」職能也迭受質疑與詰難。於是，超越理性(beyond rationalist)、超越控制(beyond control)、馴服官僚(taming the bureaucracy)、去官僚化( debureaucratization)、超越官僚組織(beyond bureaucracy)等聲浪，正如同一個世紀前官僚主義一般，排山倒海而來。 時至今日，我們恐怕已經無法極端樂觀地認為官僚組織仍然是「使社會活動規律化，最有效率的達成方法」(Perrow,1993:58)；由於官僚組織運作的緩慢，以致無法應付當今社會和科技之環境變遷，是否正如同Bennis所主張：「官僚的死亡是不可避免的」(Jun,1986:129)。現今世界各國身處「後現代社會」中，面對變遷快速而複雜的外在環境，儘管政府職權不斷擴張，卻始終跟不上人民的期望，政府施政滿意度一直下滑，「無法治理」(Ungoverability)的窘境已經迫使各國政府，將官僚組織的改革(bureaucratic reform)列為第一要務。因此，我們必須對後現代觀點下的社會有所瞭解，並思考後現代社會中組織可能的變革，以協助官僚組織在轉型方向的思考。
Since the Industrialization, bureaucracy has become the dominant form of organization in the public sector and the private sector as well. Bureaucracy has the particular capability to deal with complex tasks and large-scale problems. The instrument rationality of modernity is the core force of shaping modern bureaucracy. However, most researchers have questioned the legitimacy and efficiency, and responsiveness of bureaucracy. Nowadays, the changing condition of environment is moving " modernsociety" toward the stage of "postmodern society". Postmodernity demonstrates unique characteristics compared with modernity. Thus, a new look has to be adopted to reform bureaucracy in postmodern society.
