The theories of TQM (Total quality Management) originating form the business emphasize the ideas of “continuous Improvement” and “Customer-Satisfaction”. It would be useful to adopt these ideas for the management of school-websites. Thus, the study evaluated the websites of elementary school from the viewpoint of TQM. The main purpose was to survey the management of school websites, gauge the status of information literacy at schools, and to evaluate “information literacy” policy. The research randomly sampled 14 elementary schools in urban areas and 5 ones in rural areas of Pin-Tong county. The purpose of the research was to browse the school websites on Internet, send an E-mail to the site and get a reply. Leave massages on websites in order to test how the school’s website is managed. The results of the study are as follows: 1. There is still room for improvement in management of elementary school websites. 2. The management quality of elementary school websites in urban areas is generally superior to that of rural areas. According to the results of the study, it is suggested that: 1. An Information Technology Team Leader be selected to be fully in charge of managing the website. 2. Schools should fully utilize the two-way communication aspect provided by the websites to improve how they market their school. 3. Education in Information technology shall be emphasized as equally in rural areas as in urban areas. 4. The sampled group can be developed vertically and horizontally.
