　　近十幾年來，「全球治理」（global governance）、「全球城市」（global City）和「城市治理」（city governance）等觀念興起，顯示出全球化的效應， 正衝擊著人們對傳統的國際關係、國家、乃至城市的認知與定位。本文旨在藉由「治理」的概念途徑，從治理網絡的解構與重組的角度，進行以下幾個問題的探討：（一）全球治理的概念意涵為何？全球治理的主要特徵為何？（二）在全球治理的新治理型態下，國家的角色地位有何轉變？如何重新定位國家的功能？（三）全球城市及城市治理的概念意涵為何？在全球化的衝擊下，城市追求發展的過程中，如何建立其特有的策略思考與行動。
　　In the past decade, the concepts of "global governance", "global city" and "city governance" have arisen. It indicates the globalization is impacting the public perceptions in the way of traditional international relationship, nations and cities. This article, based on the concept of governance, is trying to discuss few questions from the point of view on decomposition and reorganization of governance networks: (1) What does it mean of global governance? What is the characteristic of global governance? (2) How does it change the nation-state's role in global governance? How to redefine the nation-state's function? (3) What are the meanings of global city and city governance? How to build up city's own unique strategies under the effect of globalization?
