In December 2010, Taipei County was upgraded to New Taipei City. The original townships were no longer corporations of local autonomy. Township offices were changed to district offices and they are governmental institutions of New Taipei City. In order to provide effective service, New Taipei City Government will implement district innovative actions. This study conducted in-depth interview from February to May 2012 on supervisors and employees of New Taipei City Government and heads, senior supervisors and employees of district offices (a total of 58 samples). It aimed to recognize the innovative actions needed by citizens in early time of promotion of New Taipei City, including simplified process or forms and use of information technology (e.g., internet and computer), and empowerment of some works to district offices. Analysis of this study is based on "integration of organization structure", "reconstruction of business process" and "reform of information system". This study found that district innovative actions of New Taipei City Government include: (1) integration of organization structure: such as cleaning teams, libraries and kindergartens are included in Environmental Protection Department, Cultural Affairs Department, Education Department of New Taipei City Government; (2) reconstruction of business process: such as inter-district service of district offices and single-level and single-adjudication system of social welfare; (3) reform of information system: such as integration of social affairs and household system are feasible and effective methods. In January 2015, it has been mostly realized district innovative actions implemented by New Taipei City Government.
