公部門績效管理之策略規劃、績效評估、指標之選定以及面臨困境挑戰,必須透過法制變革與實踐策略,始能有效提升組織績效,快速回應民眾,提升有感施政。本文參考美國與英國績效管理制度之實施經驗,試圖萃取出符合我國國情的政府績效管理之法制與策略作為借鏡。本文研究建議公部門績效管理應朝制定績效管理法制,建立績效管理架構,發展績效課責策略,公民參與績效管理,選定關鍵績效指標,提升公共治理績效,修正績效考績法制,以及強化策略陞遷法制等法制變革與實踐策略。因此,為提升政府施政績效,應重新檢視各機關績效管理制度,包括關鍵績效指標之釐定,並有公民參與機制,遞送優質公共服務,以及發揮良善治理績效。
