The 228 Incident has been an important part of collective memory in Taiwan. The collective memory constructed by public discourse, studies, and historical record is still obscurely. This article is focused on discussing the reasons of event and its influence by democratic consciousness. In order to illustrate the influence of democratic consciousness that on the 228 Incident, this article firstly explores the relationships between the authoritarianism of KMT government and democratic discourses among people. And then examine and rethink the democratic concepts "rule of law," "constitutionalism," and "self-government" in Taiwan to disclose the significance of democratic issues during the happening of that incidence.
