題名:我國工業專用港轉型改制為工商綜合港之公共政策觀點--政策網絡與政策變遷的應用

     我國的工業專用港之發展始於一九九○年促進產業升級條例通過,允許民間業者投資建設工業專用港。該條例第四十八條除了對於工業專用港或工業專用碼頭之規劃建設、管理、經營及安全等準用商港法的規定,還在二○○二年元月三十日條文修正增列第二項「中央工業主管機關得將工業專用港或工業專用碼頭之管理,委託商港管理機關辦理」。在二○○三年八月,臺塑集團董事長王永慶建議政府將桃園縣觀塘工業專用港改建成為國際商港,不僅得到桃園縣政府的支持,經濟部工業局也研商將整合桃園縣境沿海的大園、觀音、桃園科技、觀塘、以及大潭等五個工業區成為桃園臨海工業區,並利用區內的觀塘港進出原料及貨物,從而引發工業專用港開放商用、轉型改制為工商綜合港之政策議題的討論。 本文擬先行介紹我國主要港埠以及工業專用港的發展現況,以及工業專用港的設置緣由,並在論述工業專用港轉型改制的爭議焦點之後,隨即探討政策網絡與政策變遷的公共政策理論之相關研究文獻,並據以對於工業專用港轉型改制的政策議題進行理論分析,提出具體的政策建議,做為未來工業專用港轉型改制政策的參考,同時還提出研究限制及對未來研究的建議做為結語。
     The more advanced the transportation infrastructure in a country, the more the business community understands and can make effective use of ports and their facilities in order to maintain operating profits. If a country can go further and link up the sites touted as Taiwan's "industrial ports" and transform into international commercial ports, then besides the expected profits there will also be much greater convenience and comparative advantage for the enhancement of Taiwan's national competitiveness. The concept of policy networks is appropriate in the sense that it is not identical to the old institutional perspective where attention focused on formal power. Policy network approach is a mixture of top-down and bottom-up approaches and offers another alternate research method beyond market and hierarchy. Moreover, the process of policy change is an essential part of Taiwan's industrial ports transformation policy and thus constitutes another focal point of this article. Three main research questions are as follows. 1. What are controversial viewpoints of Taiwan's industrial ports transformation policy? 2. How do key players, inter-agency and inter-government, influence policymaking of Taiwan's industrial ports transformation policy during the process of policy change? 3. What kinds of policy networks and policy change does Taiwan's industrial ports transformation policy belong to?
