C. N. Stone在ㄧ九八九年所發表的《體制政治：治理亞特蘭大，一九四六－一九八八》一書中，對戰後亞特蘭大如何由充滿嚴重種族歧視與街坊派系競爭的政治泥沼中建構出現代民主治理制度的政治經濟過程提出了有趣的觀察。根據該書對亞特蘭大戰後民主治理聯盟形成過程的深入探討，體制政治最主要的關注包括下列：尋合作結盟對象、密集喊價協調、形塑新的政治偏好、創造聯盟成員皆可接受且可行之新願景、為推動大規模經濟發展而積極冒險犯難等一連串建構民主治理聯盟的核心活動。這些活動不但是資本主義社會民主治理的核心，更是權力形成與運作的政治經濟過程。照說，Stone的個案在民主治理理論上有相當可能可以衍生出與理性途徑互補的理論，然而，到目前為止這樣的對話尚未見提出。因此，本文的主要目的乃在於根據Stone對亞特蘭大個案的研究，指出其與理性途徑的政治學研究有何差異，並探索民主治理理論進一步發展的可能。
In his seminal work, Regime Politics: Governing Atlanta, 1946-1988, published in 1989, Clarence N. Stone offers an in-depth and interesting overview of the political and economic processes through which Atlanta reconstructed her governing institutions from ones that were based on ward and machine politics, as well as seriously tainted by racial discrimination, to ones based on modern democratic politics. Stone’s work offers a finder scope for us to reflect on the political economy aspect of how a case of modern democratic governance was built. This process centers on the following issues: shaping new political preferences, developing new visions that participants can and are willing to commit to, large-scale risk taking both politically and economically, complex negotiations and bargaining, and most critically, the formation and sustenance of democratic governing coalitions. Yet there has been no dialogue so far between what Stone’s case may imply for political theory building and the mainstream rationalist approach to political science. This paper tries to explore possibilities of that dialogue and see whether there are possible further insights that can be made from there.
