全民健康保險制度是台灣近十年來最重大的福利政策，其影響層面廣泛。本研究以全民健康保險制度相關新聞作為研究文本，觀察其政策發展過程中，新自由主義意識形態如何透過新聞文本取得其合理化地位。本研究將全民健保政策發展至今約20年(1986年開始規劃-2005年)間，聯合報中全民健保新聞為文本，以框架分析方法分析其新自由主義意識形態與政策、媒體、社會結構之間的鏈結關係。 透過對文本的拆解，本研究發現報紙新聞呈現全民健保新聞時，確實存在四種特定框架，將全民健康保險制度與「去管制」、「影響經濟成長」構連，並從「福利理念」及「財政危機」的面向去建構全民健康保險政策的媒體圖像，這些框架透過選擇、遺漏、組合、忽視化等框架化機制來完成表述，其中暗藏新自由主義意識形態的嵌入。
Neoliberalism is one of the inf1uential ideologies on welfare policy in the world. Researchers claimed that media shaped the discourses around policy, yet few have examined the ideologies embedded in the newspaper coverage of such stories. The present study attempted to find out how the media portrayed the debate of NHI (National Health Insurance), and how it was articulated to the ideologies of neoliberalism.
