The purpose of this research is to explore the phenomenon of NIMBY through the simple fact that NTS for the HI was forced to move school away from the neighborhood, and also to identify the meaning of human rights for the disabled, finally to show a model of the study of ethics. Through the historical clue of philosophical development, this study reviews the human rights of the disabled in NIMBY phenomenon, and also explains the reason why this kind of ethical study is needed, and the problem solving must go through the philosophical activities. Through the historical clue, this study also reflects and reveals the simple fact, finds out the dispute of the relevant arguments and analyzes the process of key concepts were taken shape. Finally, all documents were reviewed on model shifting are carrying on and seeking a problem solving in this research.
