Yanfa tiaoli, a rare collection of Salt Censors’ memorials between the 1570s and 1580s, has recently been discovered in the library of the Institute for Modern History at the Chinese Academy of Social Sciences. This paper explores the structure and content of the book, and analyzes the Lianghuai salt monopoly from the perspective of “institutional innovation.”
